Well I just bought a house that is quite old the majority of the house has a tin roof,the addition that does have a low slope on it they put tar and gravel.Well it is diminished and we do not want to replace it b/c we live in a very wet climate and does not suit the house.My question is of course can I simply tin right over the tar and gravel or remove it to the under lay and put on tin.

Remove it to the roof deck. Install new.
