Underlayment Choices/decisions

I have a leaking roof - concrete tiles - thirty years old - in the desert, near Palm Springs CA - most of the house has 2" T&G, a smaller portion has plywood as the base.
Everything on the roof is original, other than the previous owner did some patching around vent pipes, etc.... the current underlayment is quite brittle, and has cracked in many places.
I was getting a quote from a local roofer yesterday, and he asked the question whether I prefer one layer of 40# underlayment, or two layers of 30# underlayment.....I assume that two at 30 is a better long-term approach, but would appreciate any insights - One at 40, or Two at 30?
As I understand it, the underlayment is what is really protects my home - not the tile, and the that tile is generally for appearance, and protection of the underlayment - is this correct?
Assuming the underlayment is where the real protection is - is there any particular brand, or atttributes of the underlayment, that I need to make certain I ask for?
Momma really likes this house, so I think I'm going to be here for a while - so when I do this, I want to do it right.

Ask him to hotmop sbs as your underlayment. May cost more but will last far far longer than two 30#'s or a 43 #. If not hot mop Ice and Water shield. If paper the 43# is much more pliable and actually better IMO than two 30#'s.

Yes it is true that it's the underlayment that does the protection. If u don't want to take Shane's advice (I strongly urge you to take his advice) then the two layers of 30 is the better idea. Maybe even 2 layers of 40 but what Shane is talking about, bullet proof!
