Flat Roof Replacement.

My question is actually more a plea for help and advice than a specific question I am on the HOA Board of a 36 unit 5 building complex located in coastal Southern California and we need a new roof. The old roof is foam and has had multiple leaks over the past year or so. I have been told the foam will have to be removed down to the plywood sheeting. The roofs are flat with approx. 3-foot parapets and the total is approx. 42,000 sq. ft. There are drains but some pooling has been reported in a few areas. My questions are:
1. What materials should we consider? Yes, cost is a consideration.
2. What details of construction/adherence should we require?
3. How should the parapets be handled?
4. What other questions should I be asking?

I would suggest hiring an impartial roof consultant or architect to help you specify the system to fit your needs and cofer with your preferred roofing contractor while in the planning stage.
